[𝐋𝐨𝐨𝐤] The University of Southeastern Philippines (USeP), through the College of Technology (CT), held the Student Orientation on August 18, 2025, at the College Education Behind Bars (CEBB). The program was founded through a collaborative vision involving USeP, the Social Entrepreneurship Technology and Business Institute Foundation Inc. (SETBIFI), and the Bureau of Jail Management and Penology (BJMP). The aim is to transform the lives of Persons Deprived of Liberty (PDLs) through education.

During the event, Dr. Jeneifer C. Nueva, USeP Vice President for Academic Affairs, officially welcomed the first-year students and discussed the CEBB program as a groundbreaking initiative in the region, the country, and Asia. She highlighted how the program exemplifies the potential of education to transform individuals, even those who are Persons Deprived of Liberty (PDLs). “Education creates new experiences and transforms lives into committed and productive members of society”, she said.

In his message, USeP President Dr. Bonifacio G. Gabales Jr. emphasized that the University will continue to provide quality education and support for the program and the CEBB faculty. The messages from SETBIFI President Dr. Aland D. Mizell and SETBIFI Vice President Atty Susan P. Cariaga also highlight their commitment to managing the CEBB project. This initiative aims to help PDLs overcome personal, economic, social, and civic challenges by offering a quality college education and rehabilitation program.

The program seeks to improve critical marketable skills, provide in-jail education that benefits both PDLs and their communities, and introduce work and livelihood programs for transition and re-entry into society. Moreover, it aims to prepare individuals for employment in alternative productive ventures, develop a strong moral and values foundation, and promote community peace and development.

An orientation session led by Associate Professor Jovenel E. Bontilao, Program Head of the Bachelor of Science in Industrial Technology, included a presentation and discussion of the various services the College offers. Topics covered included University and College academic policies, faculty evaluation, and student services. This program aimed to familiarize students with the rules and academic requirements and introduce them to the faculty and non-teaching staff who will assist them in their academic journey.

In her closing remarks, CT Acting Dean Dr. Alma Mae G. Salinas reminded students of USeP’s and CT’s commitment to its vision, academic excellence, transparency, and community transformation. She highlighted the importance of collaboration to serve the community and uphold shared values.
