The University of Southeastern Philippines (USeP) Mintal Campus reaffirmed its commitment to transparency, accountability, and ethical governance through the successful conduct of a Refresher Course and Echo on Republic Act No. 12009, otherwise known as the New Government Procurement Act, on March 13, 2026, at the campus Audio-Visual Room (AVR).

The activity brought together non-teaching personnel, faculty members with administrative designations, and student leaders, highlighting a multi-sectoral approach to strengthening procurement awareness and compliance within the academic community. This inclusive participation reflects the universityโ€™s recognition that adherence to procurement laws is not confined to specific offices but is a shared institutional responsibility.

In his welcome remarks, Campus Administrator Dr. Aristeo C. Salapa emphasized the critical role of transparency and accountability in sustaining public trust and ensuring the efficient use of government resources. He underscored that all university stakeholders, regardless of position, contribute to upholding ethical standards in procurement and administrative processes.

Serving as the resource speaker, Associate Professor Jet T. Cariaga provided an in-depth discussion of the salient provisions of RA 12009. His presentation contextualized the law within the operational realities of the university, enabling participants to better understand how procurement policies intersect with their day-to-day functions. By linking legal frameworks to practical applications, the session fostered a clearer appreciation of compliance requirements and reinforced the importance of diligence in all procurement-related activities.

The refresher course also served as an โ€œechoโ€ session, ensuring that knowledge gained from prior trainings is cascaded effectively across various units. This approach strengthens institutional capacity by promoting shared understanding and consistent application of procurement standards across the campus.

Participants expressed their support for the sustained implementation of RA 12009 at both the college and campus levels. The activity concluded with a collective recognition that accountability is a shared duty-one that requires continuous learning, cooperation, and adherence to established policies.

With the success of this initiative, USeP Mintal Campus reaffirms its commitment to cultivating a culture of integrity, transparency, and responsible governance.
