The University of Southeastern Philippines College of Development Management (USeP-CDM) has completed two significant research projects that demonstrate its commitment to evidence-based governance and policy solutions in the region.

The first project, a commissioned research on the Development of a Fiscal Governance Model among Local Government Units (LGUs) in Davao Region, was financed by the Department of the Interior and Local Government (DILG) Region XI. Led by Dr. Aristeo C. Salapa with researchers Dr. Ronie G. Panes, Dr. Velouna R. Perez, and Dr. Grace Meroflor A. Lantajo, the study evaluated fiscal performance before and after the Mandanas-Garcia decision and created a contextualized framework to enhance LGU fiscal efficacy. Preliminary findings were presented at the Regional Decentralization Conference on October 24, 2025, and a policy brief was later presented to the Local Governance Regional Resource Multi-Stakeholders Advisory Council in the fourth quarter of 2025.

The second project involves the re-implementation of the Citizen Satisfaction Index System 2025 (CSIS 2025) in partnership with DILG XI, led by Dr. Aristeo C. Salapa as Project Manager with Dr. Ronie G. Panes, Dr. Bernadeth A. Talip, and Ms. Glaydin E. Bungalan. The CSIS 2025 results were presented to the City Government of Davao on November 17, 2025, to Civil Society Organizations on November 18, 2025, and culminated in a Utilization Conference on November 21, 2025, where government unit heads signed a Commitment Pledge to enhance service delivery based on citizen feedback.

Together, these initiatives exemplify USeP-CDM’s role as a development-focused research institution, bridging academic inquiry with practical governance improvements that benefit communities and local government units in Mindanao.
